On April 6, 2017, Value Analysis Canada – Western Group hosted its regular monthly dinner presentation featuring a presentation by Pinky de la Cruz, MBA, P.Eng. and CFM from the City of Calgary Fire Department.
The presentation, titled “Strategic Planning of Calgary’s Downtown Fire Stations using Value Management”, provided a wonderful illustration of how Value Analysis can be used to guide critical infrastructure decisions for municipalities.
De la Cruz showcased a recent project undertaken by the Calgary Fire Department (CFD). The department had to decide what to do with two aging fire stations in the city’s downtown – replace or rehabilitate? To determine the best infrastructure solution for the city’s most efficient deployment of emergency personnel and the highest value use of its facilities, the CFD embarked on a Value Management (VM) study. This involved collaborating with a team of 24 City staff and external multidisciplinary experts.
The VM study allowed the CFD to look at things more strategically and better frame the opportunity and problem. It created an excellent platform to communicate ideas across a multidisciplinary team while building relationships and channels across the Corporation.
The event took place at the Fantasyland Hotel at West Edmonton Mall in Edmonton. It was attended by 20 representatives from provincial and municipal governments, as well as professionals and students.
