Keynote Speakers:
Our keynote speakers will highlight leadership in using VA/VE techniques in delivering innovation in major public and private sector projects.

  • Mr. Clermont Gignac will demonstrate his innovative use of Value Engineering in delivering public sector services and the role of Value Engineering in the modernization of Montréal’s University Health Centres
  • Mr. Gabriel Issid will demonstrate the use of VA/VE at QIT Fer et Titane, a leading Canadian mining and metallurgical company
Mr. Clermont Gignac
Executive Director, Modernisation Project of University Health Centres of Montreal

Mr. Gignac has been the Executive Director for the Modernization of Montréal’s University Health Centres since 2005. This modernization will enhance the quality of clinical care, teaching and research activities in three University Hospitals funded by the Quebec government. Mr. Gignac is responsible for:
  • Ensuring that the regulatory guidelines, the program, the budget, and time, set by the Québec government, are complied with.
  • Minimizing the risks inherent in carrying out projects of this scope.
  • Maximizing the economic benefits and the life cycle of equipment and fixed assets.
Mr. Gignac worked for Bombardier for nearly 10 years where he held the position of Vice President, Project Management and Customer Service for North America in the rail equipment group. In the same function, he headed up European internal audit teams dealing with the management of major projects. Moreover, Mr. Gignac worked in the aerospace sector as the General Manager of Systems and Process Development for the Regional Aircraft division. In the course of his career, he has held many senior management positions in Quebec's public sector, in particular, as Deputy Minister for the Ministère des Transports, the Ministère de la Sécurité du revenu, and the Ministère des Approvisionnements et Services. He was Director of Construction and Vice-President of Corporation d’hébergement du Québec, which is the Quebec government's agency dealing with fixed assets for health and social services. Clermont Gignac holds an Undergraduate Degree in Civil Engineering from Université Laval.

 

Mr. Gabriel Issid
Director of Major Projects, QIT Fer et Titane Inc.

Mr. Issid has served as Major Projects Director at QIT since 1987. QIT-Fer et Titane plays a leading role in the Canadian mining and metallurgical industry. In business since 1950, it is a Quebec-based company that is recognized as a world leader in the production of titanium dioxide feed stock. It also enjoys international renown for the exceptional quality of its iron and steel.

For the last 15 years he has been involved with project management in all sectors of the QIT plant. The value of the projects he has managed varies between $5-250 million for a total cumulative value of over $500 million. Before that, he was project engineer and electrical engineer at Canatom and Metchem.

Mr. Issid graduated from École Polytechnique de Montréal in 1977 and gained his Master of Business Administration at Concordia University in 1988.
