Jack Collins
Vice President, Rapid Transit Implementation

Jack Collins is Vice President, Rapid Transit Implementation for Metrolinx. Jack is devoted exclusively to the implementation of the $8.2 billion Eglinton-Scarborough Crosstown light rail project in Toronto and York Region’s $1.4 billion VivaNext bus rapidway program and any additional major infrastructure projects outside GO Transit that the Province may assign to Metrolinx. Jack's focus will be continuing to successfully drive these projects forward – on time and on budget – with our municipal partners and the Province. These are challenging projects that require the use of state of the art project controls software and collaboration tools to help manage scope, cost and schedule.

Mr. Collins brings 36 years of construction and program management experience to Metrolinx, with the past 30 years dedicated exclusively to large transportation projects in the United States and Canada. Jack held the position of Chief Engineering and Construction Officer for the Santa Clara Valley Transportation Authority in California, where he was responsible for the successful completion of a $1.9 billion light rail transit expansion program, a $675 million highway improvement program, and the preliminary engineering phase of a $6.1 billion Bay Area Rapid Transit (BART) extension project to Silicon Valley. Before joining Metrolinx, Mr. Collins worked at Hatch Mott MacDonald, where he was one of the firm's Vice Presidents based out of California and whose consulting assignments included rail projects for TriMet in Portland, Oregon, Virginia Department of Rail and Public Transportation in Richmond, North County Transit District in San Diego County, City of Calgary West Light Rail extension and the Toronto Transit Commission.

Jack has a BA in Management (Honours) from St. Mary’s College of California and a diploma in Environmental Engineering Technology from St. Lawrence College in Kingston. He is a certified cost engineer/consultant and a member of the Association for the Advancement of Cost Engineering.

Michael Fraser Dallas
Lead Author
Management of Value (MoV)

Michael is a founding non executive director of APM Group Ltd and lead author and chief examiner for Management of Value (MoV).

His career began with water engineering in UK, Africa and Seychelles and evolved through manufacturing into project management in the mid eighties, when he specialised in adding value and reducing risk for clients engaged in major projects.

In 1997 he joined Davis Langdon as partner responsible for developing value and risk management. His team has now evolved into the global consulting group within Davis Langdon (now an AECOM company). In this role he has conducted hundreds of successful studies and programmes at all stages of project development, including regeneration schemes, airports new towns, buildings, bridges, oil and gas facilities, railways, infrastructure and chemical process plants. He has delivered accredited training in Value Management to several hundred employees.

Michael chaired the development of the British Standard in Value Management and the UK Value Management Training and Certification System. His book, ‘Value and Risk Management’ – A Guide to Best Practice was published by Blackwell Publishing in 2006. He was lead author for the UK Government’s Office of Government Commerce (OGC) Best Management Practice Guide Management of Value (MoV), joining their portfolio of Best management Guides that include Project Management (PRINCE2), Programme Management (MSP), Risk Management (M_o_R), ITIL and others.

Edward Hoskin
 

Vice President, Mississauga & Turbofan Programs

Pratt & Whitney Canada Corporation (P&WC)


Edward is responsible for the PW300, PW500 and PW600 turbofan engine programs in service, as well as program management for derivative engine development for these product families. In addition, he is accountable for P&WC’s Mississauga facility. This facility is a major R&D centre for P&WC as well as a production facility for turbofan engines.

Prior to his current position, he was Director, Cold Module Centre and was responsible for all global Engineering activities related to compression and transmission systems spanning P&WC’s complete product line. In addition, he had direct responsibility for the Russian Engineering office located in Saint Petersburg, Russia.

In previous roles, Edward was responsible for a major engine program, and was accountable for delivering this new advanced engine from initial concept to production during its development program. He joined P&WC in 1997 and has held positions of increasing responsibility within Operations, Development Engineering and Project Management. Edward is a Professional Engineer in Ontario and a Design Approval Appointee for Transport Canada.

Edward is currently a member of the Natural Resource Canada’s Strategic Advisory Committee for the CANMET Materials Technology Laboratory. In addition, Edward has lectured on aviation environmental impacts and future Engineering skills development for the Consortium for Research and Innovation in Aerospace in Quebec (CRIAQ), and on Airworthiness issues for Transport Canada.

Prior to joining P&WC, Edward worked in the energy industry for Union Gas Limited in Engineering and Operations. He has a Bachelor of Engineering Science in Mechanical Engineering from the University of Western Ontario and a Master of Business Administration, with a focus on Management of Innovation and Technology, from McMaster University.

Pratt & Whitney Canada, based in Longueuil, Quebec, is a world leader in the design, manufacture and service of aircraft engines powering business, general aviation and regional aircraft and helicopters. The company also manufactures auxiliary power units and industrial gas turbines. P&WC is the No. 1 R&D investor in Canadian aerospace and it’s long-standing commitment to innovation has made P&WC a key player in the development of the Canadian aerospace industry. Over the past 10 years, P&WC have introduced more than 50 new engines into production, powering some 180 different types of aircraft and helicopters.

Kenneth Knox
Innovation Institute of  Ontario 
 

Ken Knox has recently served as a President and CEO of the Innovation Institute of Ontario (IIO) and Ontario Innovation Trust: and currently serves as Board of Director of IIO, a not-for-profit corporation, established as an alternative service delivery agency promoting research excellence by increasing the research and development capacity of Ontario universities and other research institutions through public and private partnerships

In past, Ken has served as a Deputy Minister of Energy, Science and Technology and led the transformation of Ontario’s public energy service (Ontario Hydro). Ken has also served as Assistant Deputy Minister of Ministry of Transportation and other boards such as Ontario Science and Innovation Council and Board and Special Advisory Panel on Creating an Innovation Culture.

On the science and technology file, Knox established and led a ‘virtual Ministry’ charged with the unique mandate to foster a “culture of innovation” through investment in scientific research and discovery, and in the application of new technologies in Ontario. Under his leadership, the Ontario Research and Development Challenge Fund, the Ontario Innovation Trust and the Premier’s Research Excellence Awards were established. These programs addressed the Ontario need to retain and attract world-class scientists, the need to modernize and expand research labs and equipment and the need to recognize our leading researchers.

Knox has achieved significant accomplishments in the areas of leadership, innovation and creativity, while supporting leadership and community development and has provided dedicated and sustained efforts on many fronts over many years linking programs and clients to implement the culture of innovation where science and innovation are used in meeting challenges and opportunities.

Knox was the founding General Manager of the MaRS Discovery District in Toronto. has recently served as the President and CEO of Innovation Institute of Ontario (IIO) and currently serves as Board of Director. He led the undertaking to establish a centre of convergence where science, technology and social entrepreneurs would get the help they need and where all kinds of people would meet to spark new ideas.

Carol Layton
Deputy Minister of Transportation

Carol Layton was appointed Deputy Minister of Transportation on September 1, 2010. Carol was formerly the Deputy Minister of the Ministry of Revenue – a role she assumed on July 21, 2008. Prior to that, she was Deputy Minister of the former Ministry of Public Infrastructure Renewal (PIR) from October 24, 2005 to July 2008.

Carol's first appointment as Deputy Minister was with the Ministry of Citizenship in 2003. Along with this appointment, she was the Deputy Minister Responsible for Seniors and for Women's Issues. She also has held senior management positions in Cabinet Office, Management Board Secretariat, and the ministries of Health and Long-Term Care, Finance, and the Attorney General.

Carol is a past member of the Board of Directors of the Ontario Financing Authority (OFA). She is also a past president of The Institute of Public Administration of Canada (IPAC) (2006-2007) and remains a member of its Endowment Fund Committee.

She holds an Honours Environmental Studies degree from the University of Waterloo and attended the Queen's University Public Executives Program.

Riaz Raihan is the Senior Vice President of Value Engineering, Industries and Private Equity for SAP Canada. Value Engineering is SAP’s proprietary approach for engaging with customers to identify, quantify and realize business value from technology investments.

Mr. Raihan has worked extensively in the following sectors: Hi-tech (Research in Motion, Celestica, Open Text); Telecommunications (Telus, Bell Canada, Manitoba Telecom, Rogers Communications); Energy and Utilities (Direct Energy, Ontario Power Generation, Hydro One, Enmax, Enbridge, Bruce Power); Financial Services (Royal Bank of Canada, BMO Bank of Montreal, Bank of Nova Scotia, Home Trust); Consumer Products (Maple Leaf Foods, McCain Foods); and Public Services (Government of Canada, Government of Manitoba, Purolator, City of Ottawa, City of Toronto).

Craig Squires
President of SAVE International

Craig L. Squires, CVS, is Managing Partner of nwis.net, a firm specializing in Value Engineering, Value Improving Practices, Information Technology, project support services and custom business software development with an emphasis on applications that support VE and Innovation. In June 2011, he became President of SAVE International after serving as Executive Vice President (2009-2011), VP - Global Affairs (2007-2009), and Houston SAVE Chapter President (2005-2007). He is a “Certified Value Specialist” (CVS) and has worked on projects in a wide range of industries including energy, manufacturing, construction, information technology, practice management, international travel & tourism, retail, banking and more.

In 2009, he was recognized with the “Rising Star Award” by SAVE International. He is a pioneer in the application of VE for the Information Technology industry. He has written papers and regularly presents at international conferences around the world. He has a Bachelor’s degree in International Relations and a minor in Japanese. Along with 20+ years in international business development, he speaks five languages including fluent Japanese and conversational Chinese (Mandarin). He is also a singer/songwriter and a professional recording artist under his alter-ego stage name “Space City Spaceman.”
